Abstract |
Background. Quality management of the Russian educational system is very relevant in nowadays economic conditions, as determined by the possibilities of further development of Russian science and culture. The current version of the Federal Law "On Education" 29.12.2012 № 273 -FL defines the quality of education as a comprehensive description of education, expressing the extent of its compliance with federal state educational standards and federal government requirements. The scientific article considers the basic concepts of the educational system, such as "quality education", "educational institution", "design management of educational services." Also the author analyzes the legal framework of modern Russian education system in terms of the study of issues of quality management. The goal of the study is to analyze the features of quality management in modern Russian educational system.
Materials and methods. Implementation of the research objectives was achieved on the basis of the analysis of the federal legislation, as well as advanced materials research by scientists, studying the area of quality management in education. A special place in the framework of the research is taken by ideas of Skripak, Asaturova, Akhmetov, Vorontsov. Methodology includes the methods of comparative legal and retrospective analyses that allow us to compare the basic concepts of quality management of higher education, the opinions of scholars, basic materials research.
Results. The author investigated such definitions as quality management, higher education, improving the education system, analyzed the role of educational institutions in the education of today's youth, as well as discussed in detail the concept of quality of education in relation to higher professional education in our country.
Conclusions. Managing the development of educational services is a process of formation and development of university services in order to further its provision and achieve socio-significant effect. Universities should ensure through its operation of the country's economy with professional staff, and not just focus on the needs of consumers. Analysis of the legislation, the theory and practice of quality management in the framework of the modern educational system in Russia has shown that the current version of the law on education is not without criticism, as some of the major problems of this regulation are considered in the absence of the law determining the main goals of the educational process itself, as well as the clearly defined two- chain consumption of educational services, which is extremely significant.
